Well this month we are attacking unknown (not revealing) factions on our turf. There are some exceptions where we may only have a handful of units guarding a hex and so it may not be obvious that they are on Northern Viking turf. We will get around to them at some future time.
No offense, the troops are just getting restless.

"If we devide the town up into sections. Neighborhoods are too big. Lets call it blocks.
Then we asign a block captain to each. They have the responsibility to know where everyone under their care is at all times.
That way if we have another insident. We go direct to the block captains."

"Okay. The block captains have to do random checking. Anyone found not reporting is hung."
"And that will get the block captains not reporting."
"Then we hang the block captains if they are found not reporting."
"They are still going to cover for their neighbours and family. Or they will get knifed in a back alley."
"ENOUGH! I'm not turning the town against itself. At this point we've killed half the town and the other half are suspicious. I think we do less damage by letting the assasin through."
"Well, sir. The I suggest you leave town until we can resolve this."
"Something I absolutely set against. It shows that we no longer control our own town let alone apply any force across our borders."
"Liege, if you fall to this assasin, our borders won't hold. As it is there is some ... discontent."
"Discontent? No. I know what you mean."
"Sir! This ... discontent. It gives us an out. What I mean is that you can mount a force and personally see to this ... discontent. That way you are not running from an assasin. You both build your reputation, dispell and discontent as well as avoid the knife point."
"Yes. Yes. I see that. But what of the assasin? He has shown the ability to be patient. How do we know that he won't just wait until I return?"
"Or worse yet, follow."
"How's that?"
"Follow us to the border, Sir. You have better defences and protection here."
"True, but anyone leaving the town for that length of time will be noticed.
Specially as he has ingraciated himself into the town enough to be seen as a local."
"Not entirely true. If you mount a large enough force to pacify the border region in any significant way, then that force will be followed by a fairly large gathering of traders and such. However, I agree. They will be easier to watch on campaign. And the campaign can be dragged out until new defences are built or the rat is uprooted."
"So we are going to war, killing our families and friends, to protect me?"
"Not in so many words my Lord."
"Not at all my Lord. We do have a realm to defend. And the discontent is a sign that we are seen as weak. We have to send a new signal. Cross the border on our terms. If we wait for them to cross on their terms we loose a lot more lives. And their terms are most likely just after the assasin succeeds. And I am afraid that he will if we aren't proactive."
He turned to his chief body guard. Expecting him to defend himself.
"I'm afraid he is correct sir. We've been lucky twice. We improved security again. And are currently looking to see if we can find any holes. But, I'd have to say that the assasin has shown the ability to walk through our defences. So far we have just been lucky and our luck will run out at some time."
"Thanks, gentlemen. You are filling me with confidence. I'll sleep on it. If
I get any sleep tonight."
